Why this spec matters
The Administrative Scrivener (Gyoseishoshi) is a Japanese national qualification under the Administrative Scrivener Act (1951), handling preparation of documents submitted to public offices, permits and licensing applications, immigration filings, inheritance and wills, vehicle registration, and notarial procedures by proxy. The exam is administered once a year in November by the Center for the Administrative Procedures Legal Specialist Examination, with no eligibility restrictions on age, education, or nationality. R7 (2025) figures: 63,845 applied, 50,163 sat, 7,292 passed (14.54% pass rate); R8 (2026) is scheduled for November 8 on paper (no CBT).
