Is the shoot window really only 3 months? Most other exams allow 6 months.
Yes, really 3 months. The Center for the Administrative Procedures Legal Specialist Examination explicitly states "taken within 3 months before submitting the application." This is shorter than the 6-month window used by most other Japanese exams. If you mistakenly reuse a 6-month-old photo from another exam, your application will be rejected. Shooting right before applying is recommended.
How is this different from the Judicial Scrivener exam?
Business scope and exam operator differ. The Administrative Scrivener handles documents submitted to public offices, permits, immigration, inheritance, etc., under the Center for the Administrative Procedures Legal Specialist Examination. The Judicial Scrivener handles real-estate and commercial registration plus court documents, under the Ministry of Justice, with a pass rate of about 5% — even harder than the ~14% for Administrative Scrivener. Photo specs look similar but follow each exam guide.
How is this different from the Sharoshi (Labor and Social Security Consultant) exam?
Sharoshi handles procedures under labor and social-insurance laws (Labor Standards Act, workers' comp, employment insurance, health insurance, pensions) and drafts work rules. The "Class 1" and "Class 2" labor and social-insurance documents are exclusive to Sharoshi — Administrative Scriveners cannot file them. The clean division: pensions and social insurance go to Sharoshi, permit-and-license filings to public offices go to Administrative Scriveners.
