When you need this photo

This is for first-time applicants, people renewing as their passport nears expiry, and families preparing photos for the kids before a trip. Once a newborn is entered in the family register, even an infant can apply, and a fresh photo is needed for each trip abroad, family visit, or study term.

There are two ways to apply: the traditional route, where you bring a printed photo to the counter, and online application (electronic application for the IC passport), where you upload a photo file from My Number Portal or similar. Which one you choose slightly changes what your photo needs to be.

More often than the raw numbers, it's the oversights that only happen in a given situation that get a photo rejected.

How to create it for ¥200

You can finish three steps at home before heading to the passport center.

    Shoot front-on with your phone

    In a bright room, face the camera against a plain wall. No hat, neutral expression, eyes on the lens. For a child, take a burst and keep one frame with the eyes open and both ears visible.

    Upload the shot and AI evens out the background and detects your face. You can fine-tune the top margin and left-right position to 0.1mm precision, so it passes at the counter or in an online application alike.

    After payment a QR code arrives by email. At Lawson, FamilyMart, Ministop, or Poplar you just hold up the QR to print L-size (about ¥30, paid separately); cut it to size and take it to the counter. For an online application, submit the data as is.

Frequently asked questions

Can I make a passport photo for a very young baby?
Yes. Once the birth is entered in the family register, even a newborn can apply and you can prepare the photo. For infants, a face under 32mm tall is fine under the Ministry of Foreign Affairs spec as long as the whole face including both ears is captured. Lay the baby down, take a burst, and pick a frame with the eyes open. Our related article covers the shooting technique in detail.
Does the photo differ between online and counter (paper) applications?
The size and face criteria are the same; the difference is that online application uses a photo file while counter application uses a print. We produce a file with the background evened out by AI, so you can submit that file online or print it at a convenience store for the counter — it works for both.
Can I reuse an ID photo I made earlier?
You can if it was taken within the 6 months before the application date. Older photos, or ones where your hairstyle or face differs noticeably from now, are subject to rejection. Children on a 5-year passport grow quickly, so re-shooting for each application is the safe choice.
Can I use my My Number card photo for the passport as is?
Both are 45×35mm with close criteria, so the same photo can serve both purposes — but they are separate applications, so each is submitted separately. You can check the finer differences in the size spec at /specs/passport.
