Why this spec matters
The Electrical Construction Management Engineer (電気工事施工管理技士) is a national qualification under the Construction Business Act, covering on-site management of indoor electrical installations, substations, power transmission/distribution, lighting, and self-use electrical facilities — i.e. the "high-voltage / power-side" electrical work category. Roughly 30,000 candidates per year sit the first-stage exam (FY2024 figures: ~23,000 for Class-1 and ~8,700 for Class-2 first-stage). Class-1 qualifies as the prime-contractor supervising engineer; Class-2 as a specialist-trade site lead. The application photo must follow passport-style spec (JPEG, 531×413 px), be taken within 6 months, and show a plain background with no hat or accessories — otherwise the upload is rejected. Note: this exam (administered by FCIP under the Construction Business Act) is separate from the Chief Electrical Engineer exam (administered by METI under the Electricity Business Act) and from the Electrician exam (a hands-on trade qualification).
