Why this spec matters

A Japan Dental Technician (歯科技工士) is a national license under the 1955 Dental Technicians Act. The role is a technical craft profession: under instruction from a dentist, the technician fabricates dentures, orthodontic appliances, and crown-and-bridge prosthetics. Unlike the Dental Hygienist (1948 Dental Hygienists Act), who performs chairside preventive care and patient guidance, the Dental Technician almost never touches patients and works in a lab or in-clinic technical room. The exam photo spec — 60mm tall × 40mm wide — is identical to the nurse, pharmacist, and Dental Hygienist exams. In addition, the Dental Technician exam has its own rules: the photo must be glued onto an official paper mount issued by the Japan Dental Medical Promotion Foundation, and an identity check ("the photo is indeed the applicant") must be performed by the dental technician school or training facility the applicant currently attends or has graduated from, or by the Foundation itself. Although the same Foundation also issues the mount for the Dental Hygienist exam, the two exams are entirely separate licenses with separate applications and separate identity checks — photos and mounts cannot be reused between them.

Is this the same photo spec as the Dental Hygienist National Exam?
The size (40×60mm), the "within 6 months / no hat / front-facing / date and name on back" rules, and the mount issuer (Japan Dental Medical Promotion Foundation) are all common. However, the two exams are separate licenses with separate applications and separate identity checks, so photos and mounts cannot be reused. Order each application packet separately.
Who performs the identity check if I am expected to graduate from a training school?
Your current dental technician school or training facility certifies that "the photo is indeed the applicant." This is usually handled by the school office or your homeroom teacher stamping the designated field on the mount — request it early. If you are taking the exam right after graduation and the school cannot perform the check, the Foundation itself can do it.
The Foundation's site has an expired SSL certificate. Is the spec still current?
The spec itself is set by an MHLW notice and remains in force. The Foundation's site is a secondary reference for application logistics (mount issuance, schedule), and the state of its SSL certificate does not affect the validity of the spec. Will the exam move to a CBT (Computer Based Testing) format?
There is currently no plan to move the Dental Technician National Exam to a CBT format; it continues as a paper mark-sheet exam, held once a year in February. To pass, you need at least 48 of 80 on the academic test and at least 54 of 90 on the practical test. Photo requirements continue, so prepare a new photo taken within 6 months for each sitting.
Should the photo be color or black-and-white?
The official rule does not specify, but color is generally recommended for medical national exams to make identity verification easier. The background should be plain white (or a very light blue or gray).
