The Fundamental Information Technology Engineer (FE) exam is the entry-level Japanese national IT certification, taken by roughly 70,000 people per year — many of them new graduates or career switchers. What makes FE distinct is that the photo is not checked at application time, but on exam day: you must paste the photo onto Admission Ticket #2 and bring it. Because FE is CBT and runs year-round, this is checked at the venue. IPA explicitly states that an unverifiable photo — for example, one taken with sunglasses or a mask — results in "you cannot take the exam". Because the check happens only on the day, there is no time to re-shoot or re-print if the photo fails.
